Publicly available microdata are a valuable resource for data mining and
statistical analysis. Microdata are masked to protect the privacy of
individuals. The resultant file should be suitable for one or two
analytic purposes. This overview begins by describing a number of
methods for masking microdata. It provides re-identification methods
based on analytic understanding of populations and variables and
applying re-identification methods such as record linkage or
nearest-neighbor. To provide one or two analyses, masked microdata need
to reproduce approximately distributional properties or certain
aggregates. The producer should describe the limitations of the
microdata. Original, non-public microdata may be of poor quality. Any
resultant masked microdata will likely be of lesser quality and not
suitable for most analyses.
